Turkmenistan launches first “solar” clinic

Turkmenistan, in collaboration with UNICEF, the International Labour Organization (ILO), and the World Bank, launched the Core Diagnostic Instrument (CODI) Assessment aimed at strengthening the country’s social protection system.

The CODI tool offers a comprehensive framework to evaluate the performance of national social protection systems by identifying strengths, gaps, and opportunities for reform. The assessment will guide Turkmenistan in designing more effective, equitable, and inclusive social protection policies and programs.

The launch event gathered key government officials, including the Deputy Minister of Labor and Social Protection of the Population, the Deputy Minister of Finance and Economy, ministry experts, and representatives from UNICEF Turkmenistan, ILO, and the World Bank. 

Participants from Armenia, Uzbekistan, and Tajikistan joined remotely to share their experiences with CODI assessments in their countries, offering valuable regional perspectives.

Discussions during the meeting focused on the assessment’s implementation plan, national priorities, and the formation of a working group to oversee the process. Presentations highlighted how other countries have successfully used the CODI tool to support policy reforms and strengthen their social protection frameworks.

“The launch of CODI marks the beginning of a journey to strengthen Turkmenistan’s social protection system with evidence, inclusion, and shared commitment,” Alexandru Nartea, UNICEF Deputy Representative in Turkmenistan, stated. “The assessment will help us better understand how to reach every child, every family, and every person in need with effective, sustainable support. Social protection is not just assistance—it is the foundation for inclusive growth and long-term national resilience. UNICEF is proud to support this important initiative jointly with the Government and partners, ensuring that no one is left behind.”

UNICEF will provide technical support for the CODI assessment in partnership with ILO and the World Bank, working closely with the Government of Turkmenistan to build a more resilient, inclusive, and child-sensitive social protection system.
