The government decree published on the legal information portal of the Ministry of Justice of Tajikistan states that this funding is allocated from «the balance of the Stabilization Fund for Economic Development as of January 1, 2025».

The document instructs to regulate the financing plan for the republican budget for 2025, taking into account the allocation of additional funds.

Let us recall that in 2024, the Rogun hydroelectric power station received about 280 million somoni (over $25 million) from this Fund.

Contributions to the Stabilization Fund for Economic Development come from exceeding the revenue side of the republican and local budgets. The state budget for 2024 establishes that 25% of such funds are allocated to the Fund.

According to the Ministry of Finance of Tajikistan, it is planned to allocate about 2.4 billion somoni for the completion of the Rogun hydroelectric power station in 2025 as part of financing government investment projects.

In his last message, the country’s president said that the government is taking constant measures using all sources to timely finance this important strategic facility.

«In this context, effective cooperation is being carried out with a number of international financial organizations and development partners to attract preferential funds in the amount of 33 billion somoni or 3 billion, including 12.5 billion somoni grants or $1 billion 150 million», — the message notes.

It emphasizes that by the end of 2024, agreements have been signed with six organizations in the total amount of $10 billion somoni (about $1 billion), including 3.8 billion somoni of grants, and investment on their part will begin in 2025.

The message says that over the past two years, more than 9 billion somoni (about $830 million) have been allocated at the expense of the state budget for the completion of Rogun.
