Uzbekistan to integrate ethical standards in AI, PM announces

Uzbekistan is set to integrate ethical standards in artificial intelligence (AI) in 2025, according to Prime Minister Abdulla Aripov’s announcement at the International Digital Forum Digital Almaty 2025 on January 31.

The prime minister shared that in 2024, under the initiative of President Shavkat Mirziyoyev, Uzbekistan approved a comprehensive AI development strategy, outlining a roadmap for the next six years. The strategy focuses on several key targets, including increasing the volume of software development and AI-based services to $1.5bn, creating 10 scientific laboratories for AI research, and establishing a modern server infrastructure for big data and AI model training. 

Aiming to boost global competitiveness, Uzbekistan also plans to rank among the top 50 nations in the Government AI Readiness Index.

To achieve these goals, Uzbekistan has identified several priority tasks. These include strengthening human resources and providing training programs for AI specialists, with a notable agreement between Uzbekistan and the UAE to launch a program aimed at training 1mn AI developers. 

Furthermore, the country is working to accelerate the implementation of AI technologies across key sectors. To date, over 20 AI-driven projects have been rolled out, including innovations like PalmPay (a palm-based payment system in the metro), MyID and FaceID digital identification, AI assistants from the Unified State Register of Public Services and the Tax Committee, and the LexAI legal platform.

As a result of these efforts, Uzbekistan improved its standing in the Government Readiness Index for AI from 87th to 70th place in 2024. The government also aims to further develop IT infrastructure to support AI applications and expand international collaborations to regulate AI technologies and foster innovation.

In 2025, Uzbekistan introduced a new support system for innovative AI projects, including joint acceleration and venture investment programs to foster AI startups.

Despite the immense potential AI offers, Prime Minister Aripov acknowledged the significant challenges posed by the technology, particularly in areas of legal protection, ethical regulation, data transparency, and security. He emphasized the need for coordinated actions to address these challenges and ensure the safe development of AI.

The Prime Minister also invited international partners to attend an upcoming conference on AI development in the CIS countries, scheduled for August 7-8, 2025, in Samarkand.
