Kyrgyzstan has ratified the grant agreement for Kambar-Ata HPP-1

Deputies of the Jogorku Kenesh (Parliament of Kyrgyzstan) today, February 27, 2025, during a plenary meeting approved an agreement on a project for additional financing of the Kambar-Ata HPP-1 project of the draft law «On the ratification of the financing agreement and letter of agreement (Grant Agreement) between the Kyrgyz Republic and the International Development Association for the project «Additional funding for Technical assistance for the Kambar-Ata HPP-1 project» signed on September 9, 2024 in the city of Bishkek» in the third reading.

According to him, the possibility of providing assistance in the implementation of the Kambar-Ata HPP-1 project with the International Development Association is being considered.

Within the framework of this agreement, technical assistance is expected in terms of updating the feasibility study for the construction project of the Kambar-Ata HPP-1 with an installed capacity of 1860 MW, developed in 2014 by a Consortium consisting of: SNC-Lavalin (Canada) and OJSC «ENEX» (Russia).

The total amount of additional funds is $13.6 million, of which 11 million — IDA loan and grant funds $2.6 million.

  • Provision period – 50 years.
  • Grace period – 10 years from the date of signing the agreement.
  • Interest rate – 0%.
  • Reservation fee – 0.5%.

According to Energy Minister Taalaibek Ibraev, the World Bank can allocate $500 million each to Kyrgyzstan, Kazakhstan and Uzbekistan for the construction of Kambar-Ata HPP-1.

According to the head of the department, the construction of the Kambar-Ata HPP-1 – project of the century and a priority project of the World Bank today.

«A competition is being held to update the feasibility study (feasibility study) for the construction project of Kambar-Ata HPP-1, developed in 2014. To date, the type of hydroelectric dam has been determined. Another $13.6 million has been allocated for the implementation of these activities, in addition to the $5 million previously allocated by the World Bank», — the minister explained.

Currently, construction work is underway on the territory of Kambarata HPP-1, including the laying of a reinforced concrete road 8.6 kilometers long, the construction of a transport tunnel (126 meters), the installation of power lines, the construction of a rotation camp and a bridge across the Naryn River.
