The energy future of the Kashkadarya region (Republic of Uzbekistan) can now be closely linked to hydropower thanks to interest from Malaysian investors. A delegation from Nexus Green Resources arrived in the region with a specific goal: to explore the potential of local rivers and canals to build a network of small hydroelectric power plants.
The meeting with the khokim of the Kashkadarya region Murodzhon Azimov took place in an atmosphere of complete mutual understanding, where investors were promised comprehensive support. The stated goal of the project – «rational use of water resources» – sounds encouraging. However, this formulation hides a huge responsibility. Small hydroelectric power plants are considered a more gentle alternative to giant dams, but any intervention in the river ecosystem requires a scrupulous assessment of the consequences. It is important that the pursuit of kilowatts does not upset the region’s delicate water balance, harm biodiversity and create problems for traditional water use.
Practical work has already begun. Specialists from the Malaysian company Nexus Green Resources, together with representatives of the Chinese company Zhejiang Jinlun Electromechanical Co., Ltd., which has technological experience in this area, have begun field research. They study river and canal beds, assessing not only energy potential, but also technical efficiency parameters. We can only hope that the concept «effectiveness» includes not only economic, but also long-term environmental indicators, including the conservation of aquatic flora and fauna.
The formalization of intentions must take place at a high level. The management of Nexus Green Resources plans to sign a key agreement with the khokimiyat of the Kashkadarya region and the Ministry of Energy of the Republic of Uzbekistan within the framework of the IV Tashkent International Investment Forum. It is in the text of this document that all environmental obligations of the investor must be clearly stated. How detailed and strict these conditions will be determines whether the project will become a benefit for nature and the inhabitants of Kashkadarya or just another line in the reports on attracted investments.
