President Shavkat Mirziyoyev reviewed major transport infrastructure projects, including the establishment of a dry port in the Navoi region in collaboration with the AD Ports Group (UAE) on February 3, 2025. The meeting focused on the growing need to expand the country’s transport network to support both population growth and economic development.
As part of a broader initiative outlined in a resolution signed on October 10, 2023, the road sector has undergone significant upgrades. The expansion of road construction, repair, and maintenance has been a priority, with an emphasis on creating modern highways.
One of the standout projects is the Tashkent-Andijan alternative road, a 314-kilometer expressway designed with the help of the World Bank. Once completed, the highway will reduce travel time between Tashkent and Andijan from 5 hours to 3 hours, increase GDP by 2.6%, and cut traffic accidents by 40%.
An international tender for the Tashkent-Andijan road has attracted substantial interest from several prestigious foreign companies. During the meeting, proposals for the project were discussed, with the Ministry of Transport tasked to explore constructing alternative highways on other high-traffic routes, enhancing road safety, and offering paid services for improved road comfort.
Additionally, President Mirziyoyev was briefed on the collaboration with AD Ports Group for the creation of a dry port in Navoi. This initiative is expected to strengthen the country’s logistics capacity and drive regional economic growth.
Tashkent-Andijan Toll Road: Key Developments
Uzbekistan first considered toll roads in 2018, with initial reports suggesting a German company might be involved in construction. By 2019, a location for the country’s first toll road had been identified.
In October 2022, officials announced plans to complete the Tashkent-Andijan and Tashkent-Samarkand toll roads by 2026. In August, Deputy Transport Minister Ilhom Abdugafarov met with project coordinators from the World Bank and the European Bank for Reconstruction and Development to discuss a draft law on toll road development.
The Tashkent-Andijan toll road, spanning 314 kilometers, aims to improve connectivity between Tashkent and the Fergana Valley. The project is estimated to cost $4.65bn.
