Haoliang Xu, Associate Administrator of the United Nations Development Programme (UNDP), concluded his official visit to Uzbekistan, reaffirming the agency’s long-standing partnership and commitment to the country’s sustainable development priorities.
During his visit, Xu engaged in a series of high-level meetings with national leaders, including the Chairperson of the Senate and the Chairperson of the Council of Women Entrepreneurs. The discussions focused on deepening cooperation in four key areas: job creation and poverty reduction, climate resilience, gender equality, and governance reform.
“UNDP has been a trusted partner to Uzbekistan for over three decades,” said Xu. “We recognize the strides the country has made — and we stand ready to accelerate reforms that tackle inequality, empower youth and women, and build resilience across all regions.”
A significant emphasis was placed on supporting green jobs and digital transformation, particularly in rural areas where human capital development for youth and women remains a priority. Xu also highlighted the importance of environmental protection, including biodiversity conservation and climate adaptation efforts, especially in vulnerable areas such as the Aral Sea region.
On gender equality, Xu commended Uzbekistan for achieving a milestone parliamentary quota that allocates 40% of seats to women, underscoring UNDP’s continued support in promoting women’s leadership and economic empowerment.
Governance reform was another focal point of discussions, including bolstering anti-corruption initiatives and enhancing the capacity of the national parliament to effectively carry out its oversight and legislative functions.
As part of his visit, Xu toured a UNDP-supported training center for women entrepreneurs, where he observed how development projects are being implemented on the ground.
Since 1993, UNDP has worked alongside the Government of Uzbekistan, civil society, and the private sector to drive progress toward the Sustainable Development Goals (SDGs). The organization continues to strengthen national and local capacities for inclusive governance, economic growth, and climate action—ensuring that no one is left behind.
Appointed as UNDP Associate Administrator in June 2023, Haoliang Xu previously served as UN Assistant Secretary-General and UNDP Regional Director for Asia and the Pacific. A veteran of the UN since 1995, he holds degrees in engineering, management, and international affairs from institutions in Shanghai, New Jersey, and New York.
